To get support from STEAM you will need to deal with STEAM support as they are the only ones that can help you with your purchase on that platform. Try using a different browser to buy the game, you don't need to use the steam client, you can goto steam website and buy with Firefox, Chrome, Opera, etc ...you might have a issue with your browser. Also try a different credit card or method of payment. Your last option is to wait until daytime and call STEAM and your bank and work it out.
or Attempt to buy the game off a different digital vendor like direct 2 drive, etc
or Hit up a retail store , I suggest Target if you have one nearby. You can get the beta key for 99 cents with a coupon off the game as well when it comes out.
