I haven't seen the system as it's setup so far as being P2W, but then again, there doesn't exactly seem to be much to win if you choose to pay.
My only concern would be that the new shiny I bought last week is being surpassed by a new shiny coming out next week. Basically, I don't want to see another new escort for 3-6 months; if it's an issue of releasing ships which sell well, then find ways to make non-escorts attractive sales.
If the interpretation of "P2W" is that the same ship types will be updated and re-released every month under the premise that I'll buy a new one every month just to keep up, then there is a breakdown in the system.

^^^ This. The Z-Store doesn't sell any power. And all those lockboxes are just for off-faction fluff items. As DStahl promised.
So STO is fine.
I do not think you can actually say that because technically a "ship" is an "item" in this game, they all have base stats and the ones that you get from the Z-Store/Fleet Starbase/Lockboxes are a lot more powerful then the normal ships.
