Currently, at least one of the tactical officer self-buffs (Targeting Optics) requires a target and line of sight to that target to use.

This is kind of counter-intuitive to using it in PVP, since by the time you activate it and get a chance to use an attack, someone else can have locked you down and killed you, making the skill kind of useless in any sort of fight where you don't already have an advantage.
