I've made it to the next rank and reported to Admiral Quinn - however that part of the quest isn't flagging as completed and he simply says to go and requistion your new starship. Which you're not able to as he hasn't authorised it.
Fortunately, there's a workaround - simply log and out in again if it happens and it should clear. I'd thought I'd raise it here in case anyone else runs into the same problem.
