I logged in to the game. I can see my 4 character slots for being a lifetime subscriber. However, when I enter the character creator there is no option to make my borg character.

Look in the general gameplay thread. Dev posted directions there.

Keep an eye on cryptic_rekhan's twitter account... he's been posting updates on the Liberated Borg Character situation.

When they *are* available, though, you need to create a character and go to the C Store to unlock them.

Go use the Dev Tracker search option, and you'll see that this has been resolved.
