If you made a tactically oriented federation carrier, do you know how much money you would make? A lot.
By this I mean:
Full carrier: 2 hangar slots
VERY low turn rate, very high inertia.
10 or more weapon slots, but anything over 8 has to be a turret, or something like that. Basically some mechanic to encourage turret use as a main weapon.
Tactical boff seating, at least 4 tactical console slots.
Basically, big, heavy, slow, can put out constant damage at all angles, but not huge spike like escorts.

I would like this! The jupiter is a awesome ship, it'd be fun to have something that huge to fly around in.
Back to the "Fed hangers" issue, i believe it's a basic mechanic that should be available to both sides. Things like DHC's on all ships and Cloaks should be restricted, but we seriously need a carrier that's capable of launching something friggty!

But when the Federation get's it's dreadnought pack, hopefully it'll be a ship similar in Tactical capabilities to the Romulan Scimitar, Meaning 4/4 weapon slots and A Single hangar capable of launching frigates.
What about the Starfleet dreadnought ultimate TACTICAL warfighter battlecarrier of destruction? At least 20 weapon slots and tac consoles and can launch battleships. That's super awesome!
Instead of proposals to change the narrow one-way gameplay of this game we just demand more and more TACTICAL ships because everything else is worthless anyway. Oh and Feds do of course deserve the best there is. Bonus points if it's the ugliest ship design ever concieved by man.

1. Ten weapon slots? Uh... no.
2. We have a "Battle Carrier" It's got a high turn rate, a fancy console, equips cannons, and when it runs yellow stones or elite fighters it's pretty darn beastly. It's called the Armitage.
3. Frigates, yeah ok let's talk frigates, what should they be? Defiants? No. Mirandas? Doesn't really make sense. Aquarius? Maybe. But really what we should have as our frigates we already have as a type of larger shuttle. Delta Flyers, give em a buff, some fancy abilities (Impulse boost? Photonic Missiles?) and bam we gots us a frigate like deployable.
But no, we don't need a "Battle Carrier" We already got a tactically oriented carrier and anything bigger is either not going to be Federation designed simply because the Federation doesn't do carriers that way.
Due to recent legitimate purchases on your account you have been placed on probation, because that makes good business sense, right? right?
I'm actually quite happy with the way my Jem'Hadar Dreadnought Carrier is a battle carrier.
4/3 weapon slots
Excellent hull health
Excellent shield modifier
Ability to launch up to 4 Jem'Hadar Attack Ships (provided you have almost 400 million to drop on an excellent escort.)
