I stopped using it. The Console is gold, and worth the lobi, the beam bank is out-classed by the fleet weapons, and the torp is a joke. LONG cooldown, weak health, if you fire the THY version in an stf, it hardly ever hits its target.
Get the console for the crit bonus, save your lobi on the rest. I regret buying it, and wish these kinds of things would actually be open for testing on tribble first.
I was saving up for the console & the beam bank myself for an anti-proton crit-stacking build I'm working on. They both come highly recommended by a fleet-mate (who agrees that the torp is a joke). I seems like a proc that reduces flight speed and turn rate would be very useful in PvP. OTOH, I could use a fleet AP DBB and get [Acc]x2 [Dmg]x2 at the expense of the proc & a [CritD].
The console is great, the DBB is good, but I question if the Chroniton portion EVER procs; I cant recall a SINGLE time where I have seen it ever proc, and given the Copypasta nature of many STO items, I think it's just a blue mk xi DBB with a different visual and a questionable-functional Chroniton proc.
The Temporal Distortion Device is kinda a POS - in fact, they have openly admitted that it was a copypasta from tricobalt code (hence why it was broken right after release...) this would be fine but A) It is PAINFULLY slow - add this to the fact that NPC swarms now run EPtE 2 as a script power where they even outrun NORMAL torps () you will find limited functionality. B) The Tooltip is a lie. It gives you a solid number for damage, but it does not do that. In fact, it has a rediculous damage variance - it needs to be mellowed out as it hits occasionally like a tric to more often like a normal torp. I truly believe it is broken. C) The slowdown proc from is is supposed to be %100 but that also is false; I believe it is more like the standard 33% rate of normal chroniton torps.
Ass for the bonuses, the 2 pc is great if you run any build with Chroniton torps. That said, running KHG (+25% to torps) and the temporal set with its bonus to chroniton STILL didn't match up with the damage from a good quantum torp without the buffs. go figure, eh?
The 3 piece set for NON temporal ships DOES come in handy in light of the EPtE 2 spamming NPC mobs do now. It also has functionality in PvP for a good snare.
TIPS ON USAGE:
If you are running the 3 pc, in short I would say get in close. If you're in a cruiser, let one of those fancy escorts get behind you and pop the distortion wace and slam them with a temporal device.
TL;DR - The set is bugged a bit; the Torp has limited functionality and a damage variance that is too wide. The DBB almost never procs. The console is EXCELLENT. That said, the set has its uses in PvE and in PvP.

As others have said above the Tachyokinetic Converter is well worth the lobi.
The other two bits are sadly underwhelming. The temporal disruption device and the chronotron dual beam bank = a big dps drop from much more easily obtained weapons on their own.
The two set bonus + chronotron projectile damage makes chronotron mines and torpedoes slightly better, which isn't actually a good thing as your already wasting at least one weapon slot on an underwhelming weapon to get the bonus and now your encouraged to fit an underwhelming projectile launcher as well.
The full set bonus is a pretty powerful aoe debuff around your ship, which can be useful in pvp, but only once every 3 minutes, and having gimped your weapons lead-out to get it your more likely to need it.
On a temporal ship the 3 set bonus is a bit better as it also gives you a nice buff, but in a PVE environment you should only use it on the destroyer, there are better ways to build a wells, principally plasma spam.
The Temporal Warfare set is worth while, though you do need a Mobius Destroyer to take full advantage of Temporal Inversion. The set is best used with the MACO 2-piece magneto-plasma relays to reduce its long ability cooldowns (From 3 minutes down to 2 minutes 50 sec -- every little bit helps).
The Chroniton Dual Beam Array is the only energy weapon in the game with a slow effect, though its lack of accuracy does gimp it slightly. The Temporal Disruption Device is the most powerful tricobalt torpedo variant in the game now at 6.2k base damage vs Tricobalt's 4.5k. In its unmodified form, the TDD travels faster than standard Tricobalt torps. It is best used with Torp-Spread3 to hit multiple targets with overlapping AoE explosions. However, as others have mentioned, its HYT version is abysmally slow -- hopefully this gets fixed in some future patch.
