When I created a Romulan character I wanted to play a Romulan, fly a D'deridex tank, not a small and nimble bird of prey that cloaks and decloaks using hit and run tactics with this groovey battle cloak.

Can't do that with -40 energy. What am I suppose to do? Run my engines all the way down, aux all the way down, shields at 100% and weapons at 30%? What if I wanted to shoot someone? What about them poor science ships? What are they suppose to do at 15-30-15-100?

The entire Ronulan faction has been completely shoe'd into alpha-strike tactical ships.

The power levels bother me to, but when you use certain builds you are almost at max power levels anyway. You just don't start a fight out or fly around with power levels really high.

There is a console or two that helps with singularity recharge, the Shield Absorptive Frequency Generator will help you with shields, the DD two piece set adds some engine power, one of the two DD consoles is good for defense, plus there are other things including boleyn's suggestion.

If you're Fed (or Fed-Romulan), you can pick up the Plasmonic Leech from the Exchange. Just go to the Reward Box category and search for the Leech.

If you're KDF, just buy the Vandal Destroyer, claim it, nab the console, and dismiss the ship (it's not a T5 ship, so KDF-Romulans can get it and normal KDF characters will pass up the ship itself for a T5 ship anyway).

The console as presented? Yes, without question. That console is effectively a non-class-specific Miracle Worker with added Shield and Hull Regen to boot. No player with any sense would pass that up, even the Engineers who already get two shots via Grace Under Fire(Which itself has a 1:30 cooldown, so it's comparable).

The -10 of the Romulan vessels has never been a pain at all, despite what I feared coming in. The 30 version is a very weird change-up(Cruiser vs Escort tatics) but the Retrofit and Fleet variants are solid 'do-it-all' ships that are as tanky as you'd like.

This, however, is likely influenced by the fact that my Romulan(And my Fed, for that matter) are Engineers, still using the old-style chaining of Emergency Power skills(Weapons, Shields) along with the standard Warp Core Engineer(chance for +power on use of Emergency Power to X) and the new EPS Manifold efficiency trait that grants more power to all other systems on using Emergency Power abilities and Batteries. I have a decent amount of power a decent proportion of the time. My Tactical Klingon has a similar setup and has enough power also.

I probably sound boastful, but I ain't. Don't really have purples or much in the way of really powerful setups.

The truth is that romulan ships are not made to tank. ****, did you see what the outcry was when the D'D was going to have the boff layout of a galaxy (which is the quintessential tankship except perhaps the recluse).

Losing a bunch of power did hurt survivability. There are ways to get around it, for sure, but the truth is Romulan ships are not really made to tank. That is why they have a battlecloak and singularity abilities.

BTW, if you think the singularity abilities are only good for the heal, you are using the wrong one. Switch over to "XX seconds of enemies shoot fake warbirds and ignore all other targets" and you'll see marked increase in the survivability from that ship.

EDIT: Also, all is not lost. If you insist on being a tank (which is not really what romulans are about), you can use one of the following faction-non-specific ships to build a sweet tank set up:
Galor
Recluse
Adapted Battle Cruiser
