Why are Dilithium Mine provisions bound to character?

You don't get any fleet credits when you add them to a fleet project.
Doesn't make any sense to me.

Why are embassy provisions bound as well? Oh same reason as mine provisions.

I don't see why those exist myself, donate items to get FC, use FC to create provision to donate to get nothing. meh My DOFF's do assignments for provisions and those are what i donate.

Hmm. I can say this two ways:

"Oh, the horror of donating a few EC-worth of mining/embassy-provisions". (w/sarcasme)

or:

"I don't see the point in making it into a big deal to get some progression going in your fleet".

It is so people that have millions of Fleet Credit have something to spend it on than just Fleet Doffs. Having them tradeable would defeat the purpose of Mine/Embassy Provisions. Also it does not make sense that something that costs Fleet Credits gives back Fleet Credits.

This. Torn between whether the 30 min provision burn projects should stay as is or have a higher cost/higher reward/longer time to run.
