Title mostly says it all, I'm nearing 50 on my Klink, and was considering both those Destroyers for end-game use, though I'm torn between using either or. Build-wise, I'm going for primarily a steady damage dealer that doesn't pop like the Fed Escorts I'm used to as soon as someone fires a buffed up BO/TS.
On one hand, the Scourage seems to have superior overall stats, though it lacks the Siege mode and Javelin of the Guramba, which if it's anything like the Fed's Phaser Spinal Lance, is quite usefull at tearing hull to shreds.
The Garumba has more Hull, less shields and a super weapon built in. Also runs a Eng Ens so you can rotate 2 EPtS.
The Scourge has 10 consoles and a Sci Ensign.
If the Garumba makes fleet it will definitely be better. it really depends on what build you want for it. Even lacking the 10th console I prefer the Garumba but your kind of locked into Disruptors.

The javelin is much better than the Galaxy X's Spinal Lance, I'll give you that. You can fire it more often, it hits harder and it doesn't miss as often, I find. Love that weapon - in Azure Nebula I tend to nail recluses for anywhere between 50k and 130k.
I can't comment on the Scourge, but the Guramba is an awesome little beast. So far, I haven't missed the 10th console or little bit of extra hull/shields, at all. Plus, account-wide unlock, and discount if they get around to making a fleet version. Big plus if you ever want to fly it on another character.
idk, for PVE the guramba has still the edge imho, because of the siege mode and javeline.
for PVP i think neither are an optimal choice, since neither has a cloak. I think being able to choose the moment to start a fight is worth a lot in PVP. and for that the fleet samrow would be my pick.
however if cloaking is not important, i'd still go with the guramba...although the siege mode is less of an asset in PVP, than it is in PVE imo.
another point for the guramba is the "account-wide" unlock and potential savings for future fleet version which is definately coming at some point.

It is really, really satisfying to slam people with it, though, just because they don't expect it. And is still a fearsome weapon, especially if it crits; you just need either a tractor beam or a team mate with some CC. I see it as a built-in BO3.
And the siege mode adds additional power to weapons, too, at the cost of some turn rate.
I believe the Fleet Scourge power reference is in regard to the plasmonic leech. However bear in mind that I don't think fleet ships come with any special consoles at all.
So if you don't have the leech already you will have to buy the lower tier Scourge Destroyer at 1000 Zen. Since its also not a tier 5 C-store ships you can't just buy the ship, get one fleet module and upgrade it. It needs 4 modules. So 2000 Zen.
For that reason I would personally choose the Garumba.
