I just hit 50 and had to reset my talents from scratch due to a "invalid skills" bug and I figured as long as I'm starting over, and after just getting the tactical scimitar, what would be the best talent build to maximize dps?

^^ The term you're looking for is 'skill' (as found in the skilltree). 'Best talent build' rather sounds like some sort of proposed contest.

for any rom ship you are going to need to squeeze as much power out of it as you can without wasting points maxing out skills that only get you .5% of a boost.

I was contemplating on answering that, but, honestly, with no further info on your playstyle and all, I couldn't come up with anything other than 'skill for tactical' (which is as useful as 'Buy low, sell high!'). My (very generic) guess is that any skilltree typically used on Escorts will apply to Scimitars as well; but best check the skillplanner site too. That should give you a reasonable estimate.
