Sci officers are at their most effective when not flying sci ships.

This is true. Science captains are best utilized in escorts. But any captain can fly any ship performing any role in STO and still do better then most other people they encounter in the game provided they know how to synagize their equipment and boff abilities.

For some reason I can't see the skill planner on my iPad, but i'll say this about Energy Siphon 3 combined with polaron weapons and a leech console used by someone with high flow caps. I'd hate to be on the recieving end of everything combined without power insulators and some counter for the siphon.

Thx for your build too Reginamala. Analyzing both builds to see what makes them tick

I'm now at Captain and getting into the general idea of this kind of build. It's actually pretty powerful. Things don't die all that noticeably slower than in my Tac, and it's a hell of a lot more interesting to play!

I've always been of the opinion, why do something with one click of a button when you can do it with several? Keep busy, I say!

Man, I hate to agree with you, and I'm resisting agreeing with you when I play the game ... but I'm afraid this is true.

Still, I continue to play a Sci in a Sci ship because I want to and I try to make it work for me.

And to be frank, I think the cruisers are the better looking Fed ships overall anyway.

Couldn't the Subsystem Repair skill be skipped by using Human boffs or being a Human captain + a couple of human boffs?

In a word: yes.
