Would it be possible to design a DOff proc that varied by the tier of the BOff ability?
Basic example of this would read something like:
On activation of X1 : 5% chance that Y happens
On activation of X2 : 5% chance that Y+1 happens
On activation of X3 : 5% chance that Y+2 happens
The question came up in a discussion of DOff procs that were so good that you used an ability you wouldn't normally (hello A2B), and that there was no point in using the higher tier versions of the BOff ability because all you really cared about was the DOff proc.
For example, a purple A2B Technician DOff under this system for example might look like this:
On Activation of A2B1 : Ensign and lieutenant Bridge Officer powers recharge reduced by 10%
On Activation of A2B2 : Ensign, lieutenant and lt. commander Bridge Officer powers recharge reduced by 10%
On Activation of A2B3 : Ensign, lieutenant, lt. commander and commander Bridge Officer powers recharge reduced by 10%
While I don't really see Cryptic going back and changing old DOff abilities, I think a system like this would be useful and interesting on future DOffs.
