FC is per provision not per cost of the provision, and your absolutely correct that this means some folks get their FC for less per EC.

However this is generally not a huge concern, there are massive provisions contributions needed at some stages but, the relatively small numbers required day to day have a low enough EC cost that its fairly negligible. Whether you pay couple hundred or a couple thousand is fairly meaningless when useful amounts of currency begin in hundred thousands to Millions of ec. That said a Penny saved and all that
