So I assume this game doesn't actually take this massive amount of specs to run with good fps, since people haev said they got double or triple fps before this so called "last patch" ?

There are some problems with Nvidia drivers, try using 190.62

What worked for me was setting lightning to modarate and shadows to low. Running fine now.

I noticed that I got better performance when i stopped seeding the sto client @ 1.5Mb/s

So far, no real client problems. Maxing everything out @ 1920x1200

System:

Q6600 @ 2.4Ghz
4GB DDR2 800
GTX260/216 core + 9800GT 512mb (for physx)
X-Fi 64mb
100Mbit connection @ home

Not sure which nvidia driver version i'm using

I am experiencing the hitching a lot as well. I am running

Windows 7 Ultimate 64 Bit
Intel i7 920
Dual GeForce 9800GT's
6GB RAM

I have lowered the resolution and quality settings as low as they will go, it looks like I am playing the game on a Gameboy and I am still getting the issues. I don't think its graphics related.

Interesting players who say they have a problem seem to be using Intel cpu, i have an AMD X3 710 2.6

GTX 260 (SP 216) with latest drivers (195.62)
core i7
6 gb RAM

I get 60-70 fps on the ground and then every 5 seconds it drops down to about 10fps, and then back up. Looks like crap.
I'm not willing to rollback to an out of date driver with other bugs to play STO. If it isn't fixed by the end of beta, consider me a sub lost.

First game I've ever seen that recommends not using the latest drivers for your hardware.
