I'm doing a mission called Researcher Rescue. I'm at the point where I need to beam down to Kessae IV. I was offered the option to beam down, but I chose the "not now" option so I could collect the nearby anomalies first. After collecting the anomalies, I'm no longer presented with the option to beam down. What can I do?

If you fly close to the planet the Beam Down tab should pop back up and be available for you to use. You can also exit into Sector Space and then come back in and fly near the planet. That should give you the tab too.
STO is about my Liberated Borg Federation Captain with his Breen 1st Officer, Jem'Hadar Tactical Officer, Liberated Borg Engineering Officer, Android Ops Officer, Photonic Science Officer, Gorn Science Officer, and Reman Medical Officer jumping into their Jem'Hadar Carrier and flying off to do missions for the new Romulan Empire. But for some players allowing a T5 Connie to be used breaks the canon in the game.

Assuming you haven't rearranged your HUD, and are close enough to the planet, check near the lower right corner of your screen for a "minimized" version of the tab asking you to beam down.
