Yesterday I went to promote a Tactical Bridge officer so I could make use of her Rapid Fire Cannon power on my new ship.

I hit U, clicked on her name, ensured I had the skills assigned as required, and jabbed "promote".

Seeing everything was fine, I subsequently hit the promote button, confirmed the choice and sat back. The menu displayed the character as still at Ensign rank.

Bemused, I went through the process again.

And again.

And again.

And once more, for luck.

No matter, everytime it still said Ensign, I tried flicking to another BOff and coming back, nothing.

So, ah well, must be lagging (inventory transfers were taking ages at the time) so maybe I'll just leave it for a bit.

I did so.

five minutes later, she was a Commander. With full access to all powers.

I imagine there's simply no cap on the promotion ability when stacked like this. My character is only a Lt Commander.
