I don't have LS, but the devs were VERY clear (I think it was a sticky title) that the liberated Borg captain would be available for head start. You could probably find an archive of the forums.
Just heard on Subspace radio: to get your Liberated Borg option create a char, get into the game then go into the C-Store to claim teh Lib Borg option, then you should be able to create a Liberated Borg. I can't get in right now (crashed while tabbing between game and browser), but I will update as soon as I can confirm.
