Ok so I created a character at the opening of headstart. I finally now have my borg. How can I transfer the items on my old char to my borg. Is there a mail or send function for items? If so how do I access it?

Check near the bank/exchange area on Sol Starbase. I think there's a terminal that allows you to send mail.

Yes, the mail consoles are right next to the bank consoles on Earth space dock.

You can't transfer bound items though including the del taco shuttle.

However, the Del Taco shuttle should be selectable by each individual character. That it is not is a bug. They will fix it at some point, I am sure.
