I posted this in an earlier thread and it seems to be successful for others as well:
Restart STO and at the password screen select 'Options' and set the game to 'Safe Mode'. Launch the game and you should load right through but with terrible graphics. However, after you dock at the station you can log out, restart but this time make sure Safe Mode is off. You should be in the station now and back to your original graphics settings. Hope this works for you too.
