I have a duranium alloy that gives something like 3.8% to energy and kinetic resistance. Is this hull damage or hull and shield?

Can you see how many points your shields recharge by? As far as I can tell when you change power to shields there are no numbers that show shield recharge. Did I miss them? Which is better +2 shield power setting or plus 1.9 shield regen?

I believe the console you have only effects hull damage. You can try right-clicking on it in game and choosing "more information". It may actually say for sure there.
