It's a valid claim, an organisation can be militaristic without being military. Look at the police, or the salvation army, or the scouts.

I have to get down below decks more often. I have yet to see any assignments or way, for that matter, to direct Boffs into the Jefferey's or up ladders.

It's obviously fluff, the same way as the captains that run around in skirts and bikinis don't get cuts on their legs from running through underbrush on away missions.
