I have tried right clicking, left clicking, alt/ctrl clicking and I cannot release the powers from the tray. I constantly end up using the powers. Yes, I know I can drag powers to the tray, I don't want to do that. I want to be able to REMOVE them.

Right click the power, drag it out into space, and let it go...

Note that the dragging of icons is bugged for many people like me. What happens is the icon disappears as you are dragging it with the right mouse click. But if you continue the motion anyway. You will see the outline of the spot on the hotbar light up a bit. And when you let go, it will pop in.
