All of your science skills use a stat to influence what they do. For example, Polarise Hull uses the Hazard Emitter stat, so anything that gives a bonus to Hazard Emitters will improve the skill Polarise Hull (and any other skill that uses it).

The Deflector, in essence, provides a bonus to science officer skills, depending on the bonus it gives.

Not...quite. More useful to science ships, yes, but not useless.

not quite. In many cases, ships do more damage from special abilities than from the actual weapons, or withstand more damage from abilities than the actual shields. But science ships are the main users of them.

if you don't use a science ship you will probably want a deflector dish that gives bonuses to tractor beam and emitters, since you'll probably want to use polarize hull both if you use cruisers and escorts and often tractor beam too.

I use Science team 1 at the moment as a cruiser pilot. However, i do plan on using Polarise Hull as my second ensign science power at tier 5. And I would also recommend it for every escort- or Jam Sensors. Cruisers never really need to break a tractor.
