***Resolved Issues***
  • "Login failed for unknown reason" error
  • Missing additional character slot for current/ lapsed Gold Members

how do you create a character in the klingon faction?.... im only getting the option to play as a federation character.

You need to get a federation character to level 6 before to unlock the Klingon faction.
Once at lvl 6 you can create a klingon character
