You unlock Klingons at level 6.

I may be asking a dumb question here but where do I choose a faction? I ask because I can only see the Federation and can create Federation characters there doesn't seem to be a place to pick the Klingons.

This is a lie. Klingon faction only comes from the MegaGames pre-order bundle.

I'm assuming it still works the same was it did in open beta. Klingons are unlocked either by reaching lvl 6 or by completing a mission you can complete as early as lvl 4. "Stop The Signal" I believe it is called.
