I think the higher the tier, the more even the odds are, if both teams cooperate enough. Problem with low pvp FEDs is, that they have pve abilties and arent experienced enough. Your group will annihilate anything in T1+, so you will cause alot of "FEDs are overpowered" cries here on forums...

Which at the end of the day, will be turning a frown upside down! If at a minimum, it should keep the forums from going stale *shrug*

klingon players are generally pvpers at heart and therefore in pvp fleets and therefore more likely to be in the same pvp match with their buddies or at least a good portion of the current team they are on being their fleet and on voice comms.
