How do you use skill points? i cant find anything other than promotions that use up skill points, and it says i need to use up skill points before i can rank up to lieutenant commander.

Press "U", click your character's name (should be on the top of the left-hand column), and then click the Skills tab on the top.

i think that just uses up Officer points... i've been doing that and it still says i need to use up 6700 more skill points

Thats bugged...when you get 6700 skill points and hit level 11, it will automatically clear up and you will get promoted

I believe the skill point counter for how many you need to spend is broken. Mine also says 6700 all the time, this was working in beta for a bit then it broke.
