What grade lt. do you have to be to get lt cmdr. i am grade 11

That's odd? Looking at the online manual, it states quite clearly that each rank has 10 grades. after you're done with grade 10, you should be promoted to lt.commander by reporting to Admiral Quinn at Earth spacedock. As well, starfleet is supposed to hail you to inform you of your promotion.
