As far as I know, the simple answer is no.
The consoles merely add extra points to the stats that they list. e.g. Turn speed, or phaser weapon output etc.
Long answer:
As far as I know, you only get extra abilties when you max out certain skills on YOUR character, you level up or you train / commision Bridge Officers.
Not consoles do nothing but enhance your skills. In order to gain new skills you need to rank up, each new rank as well as new ship will allow new slots to open up on what your BOff has trained. For example a first tier escort allows 2 tactical slots one of them having an ensign and a lt level skill and then one of each of the others at ensign level.
If you want to play around with your skills you can go to the vendor in spacedock that allows you for the price of merits to swap them out or you can use officers you get from leveling that starfleet sends to train one of their skills and send them back. Hope that helps
