What do you plan on doing role wise? DPS, Support, Debuff?

That will have the most impact on how you spend your points.

Plan on running a cruiser with beams? Don't dump into cannons, etc

Let me know what you want to do with your character, and I can try to give you input for skill selection, as this skill builder is meant for Star Fleet progression.

PvP, healer, buffer. Cannons, but I'd like few points in beams, since they're cheap.

Most likely a cruiser with BOs eng.

why do you have tractor beams? drop that, go gw.

Also you have 3 team skills. sci team II and III and eng team. That won't work, since your cooldowns are going to prevent you from using one of those three skills.
