Does this trait actually exhist and what type of BOFF gets it very rare? Humans?

Some aliens, and rare BOs. It's not common, I'm on the lookout for one as well.

Currently, Saurians are the only race which seems to drop with this trait. If you're klingon faction, you're out of luck. Only feds can get them.
