I have multiple space skills on my B Off's but they're only able to use the first teir skills. What do I need to get them able to use their 2nd and 3rd etc skills?

You need to answer this question first... Is the BOFF in question assigned to a Esign seat or a Lt. seat on your ship??? (As the 'seat' level sets the tier level of the skills that can be used. Console equipment has no effect on this...)

To level your 'seats' you need to advance in rank and get a higher tier ship... The operator 'seat' levels are fixed for the ship tier.

(So now you have to make the difficult decision on what higher skill you want to occupy that seat... Decision making is tough!! )

Would that be the reason why I can't use Pulse Feedback or Emergency Power to Shields??

All ships types will have access to the Lt skills of your BO's by tier 3; however, only the main class for that ship type will ever have a station above Lt. So Escorts are tactical, Cruisers are engineer, and Science is science. The main class for each ship type will be the only one that gets to access the level 3 and 4 skills of the BO's.
