I think carriers are going to become useless now.
As long as they're the only Klingon ship that can run seven SCI abilities, they'll not be useless. Weaker, yes.
Personally, I think Carriers pay FAR too high a price for their unique mechanics. Nobody should ever have to fly a ship with a turn rate of 4, and nobody should have ever to stay out of full impulse or risk losing a third of his dps.
