Does STO disable the Windows Sticky Keys feature in any way? It does not seem to work for me in the game unless I am typing in a chat box. I find this very frustrating because I am disabled, and I cannot push the ctrl-# or shift-# combos necessary to use the second and third row action bar abilities. I just have to ignore them basically for now, but this is not a solution I am happy with.
