Where do you get the rare, uncommon, and very rare bridge officers from? Are they from explorations or missions or something else? I know they can be bought on the exchange but where in the game do you find them?
You get the BO's at certain levels automatically. Uncommon at Lt-LtC, rare at C-Cpt and very rare at RA. Not sure on the first two but very rare are rear admiral only.
