What she means by that is anyone's guess, as is how she manages to survive after seemingly being obliterated.

Sure, the Queen died... but she died in Star Trek: First Contact too... and then came back for Voyager.
Well, the Queen actually passed on the virus to a few other Borg in the Voyager finale too.

Sort of like the Cylons in the last BSG and the Resurrection Ship they had is my guess.
