I dont know if this belongs here but here it goes.

I cant seem to transfer some of the items I got from 1 captain to another. Both are Lt Comm. but the first captain I dont play anymore and didnt want to lose any items if I do decide to delete him. when I tried to mail them to myself, they wont attach to the mail.

Any help would be great.

Just about all green or better gear is bind-on-equip or bind-on-pickup. If it's been used, it's probably bound.

Bound items cannot be traded.

If I delete the cap I lose these items?

you can always sell the items to a vendor, that way you atleast get some EC back.

You need a 3'd person for that, capt1->helper ->capt 2... but that requires someone to trust... There is another method however:

With your new captain, set a hypo for sale on the exchange for the exact amount of EC that your old captain has. Now with your old captain, go to the exchange and look for that hypo and buy it... Bingo... Your new captain has the EC.
