Do you have polarize hull?
Do you use Photonic Shockwave or Tractor Beam Repulsors to push them out of range?

Attack Pattern Omega. And I don't know if it applies in PvP but in PvE my bird of prey can break a tractor lock by hitting evasive maneuvers and getting out of range, because it only keeps him from turning and slows him down, but doesn't stop him.

Is the OP an escort pilot? They tend to hate tractor beams the mos

Polorize Hull + Evasive Maneuvers = Impossible to chain tractor beam.

Well, since i command a cruiser, tractor beams don't hurt too much. If it is on my side arcs, phaser barrage. If it is in front or behind me, phaser + high-yield I and II torpedoes. Plus, since i'm an engineer i've got enought skills to keep any one of my shield arcs online for quite a while.
