Because that would make too much sense. And less sarastically, bcause the DSE's are (in a somewhat flawed desicion, IMO) based on a very simplistic implementation of the public quest/fleet action mechanics.

Just change instances.

If you're feeling tired/clever, go to instances where they only have 1-3 squads left to destroy. You get full credit.
