Why do ALL NPC's fly at only 1/4 impuls?

I am just leveling up an Escort and the best tactic seems to slow down before you pass the Target to keep firing.... but i realy think that is LAME.... every single time.

I want to make an fast Attack Run pass the enemy, fly away for one or two seconds and turn arround to hit him again but even if i put some more energy in my Engines (Mk IV) i just cant seem to get away fast enough, and that is because he is moving so damn slow.

So why is it that every single NPC flys at 1/4 impuls?

*just wondering*

I don't understand... You can't get away fast enough because the target is too slow?

First of all OP: that argument is both baffling and crazy. 2nd of all, not all NPC's fly at 1/4 impulse: Mogai escorts in romulan space routinely pop evasive manuevers upon encountering you and fly at a ridiculous speed for quite a while.

Boom. Headshot.

i know that sounds strange but they usually fly in the opposite direction (at least on the first pass)... and keep in mind i have only Mk IV engines at the moment and therefore it is pretty obvious if the enemy is moving at 1/4.

Right, and directly after that randmoly triggered ability it is back to 1/4 impuls.
And some Ships trigger Evasive while they sit still and dont move at all,
there is no intention behind it, they just randomly trigger it.

And realy my playstyle does not matter so much here, i just explained that in my situation it is kind of obvious and annoying that they move so slow. It takes forever to get 5K away.

When i did my Cruiser i did not notice it because i was flying circles most of the time.

...so Feedback Forum, there you got my Feedback.

Better question would be why in the world does the AI ships turn their weakest shields towards you in a fight? It doesn't take much strategy to stay on their weak side and pummel when the enemy in question forgoes turning right to face the 100% shield section. Instead it faces the section you just crippled.

I don't think OP's question is wholly unfounded. While I don't believe they remain at 1/4 impulse I do find the enemy AI consistently remains at 1/2 or below after coming into weapons range. My theory is the AI is doing this to increase it's turning rate.

I would assume they travel at the appropriate speed for their level (if there was any logic in the design). Maybe it's just dumbed down so that people wouldn't complain about getting pwned all the time?

I thought you mean the NPC ships you have to escort somewhere when I saw the title. THAT is really annoying. There's a Lt. Cmdr patrol mission where you escort some freighter around 7 stations, and that thing is sooo damn slow, it takes twice as long as it would really take, because after you killed all mobs and passed all stations, that NPC ship is still at station 2 and you have to wait for it. THAT annoyed me each time I played it. But too slow enemies? I fly an escort, and never had that issue. And I do attacks like you describe. Just increase your turn rate, then you don't need the distance before you can make the second attack. *shrugs*

I did some patrols in Psi Velorum yesterday, and also found this annoying. The Mogai Escorts, when detecting me, would head full speed+evasive right at me, and when reaching me it would slow to like 1/8 impulse and act like it was trying to melee me... just trying too keep the distance at 0.0km....

This is not effective for them, and only annoying for me...

And also: Why does almost all NPCs have SNB? Amost all NPCs I met yesterday started the party by SNBing me...

I think SNB is the special ability of Hirogen and Jem'Hardar ships (at least some of them.).

The AI's of STO need some tweaking, it seems.
