So... I was thinking.

Maybe there should be mechanics to get Klingons anomalies for crafting but which are more fundamentally... Klingon.

Like discovering warriors corpses and doing a death yell or fighting a battle without retreating or defeating an enemy with an attack like self-destruct or ramming speed.

Incentivize more Klingon-like behavior.

In turn, you get tiered "Relics of Honored Dead" or something like that. You get these at roughly the same rate as anomalies and use them to purchase anomalies of the same tier.

From there, you engage in R&D the same way the Federation does.

Then, when Romulans come along, you have an Espionage System intelligence-gathering mechanic and they trade intelligence for anomalies which are used for R&D.

Cardassians get Interrogation for their anomaly-purchasing currency.

Basically, everybody gets a different side objective for anomaly gathering other than scanning. R&D is the same, however.

For consistency's sake, have it so that scanning, Fed side, provides currency to purchase anomalies rather than anomalies themselves.

To reinforce the system, have a place unlocked through the currency for each side. For Klingons, it's Sto-Vo-Kor. For Romulans, it's the Tal Shiar facillity where the Narada was built, for Federation, it's the Daystrom Institute. The nature of the clubhouse reflects the system. For the Klingons, their gathering system is spiritual so their clubhouse is spiritual. For Federation, their gathering system is scientific so their clubhouse is scientific.

The new location can be both a crafting "clubhouse" and a store for distinctive BOs, costumes and ships with VERY high energy sinks.
