I'll definately /sign this! STO really needs a large neutral zone open pvp area. But it needs to be done right. Something like Dark Age of Camelot's RvR system with capturable/destoryable objectives that can change hands and spawn npc for starters.
But these elements (starbases, beacons, outposts, orbital defenses, wormholes, etc.) should have to be maintained/repaired by skilled craftsmen and steady flows of trade goods in order to be kept in operational status and grant their bonuses.
Rewards to individuals (marks, merits, accolades) for completing these tasks. And rewards to fleets for vigilantly holding objectives.
Some of the larger objectives could even have a ground element, requiring the assault forces to beam aboard an outpost or starbase to overrun the powerful npc guards and take control of the facilities all the while being hampered by opposing faction players.

I dont see that would be impossible to implement either. Just that when you transport down to the ground part your ship would disappear much like Fleet actions. But yes it would need to have an effect on the space instance some how.
But Im happy with making it simple first and they could talk about expanding Open Pvp options later like this.
The need to take baby steps with Open Pvp, First they need a persistance territory system put in place people will agree on both PvE and Pvp players must work together on this.
