Ten responses and yet no one has bothered to answer the question. My guess would be that it is still in test or it was set aside after the non-lifers had a whine-fest after the last batch of lifetime perks went out.
The fact it is on the "Lifetime Perks" page makes us think it's lifetime exclusive.
