Is this a bug? Or is there something you have to do other than hit VA1 (and finish your "Promotion" quest)?
Or it that costume piece just not in the game yet?

get your ship token.. then your get the uniform unlock

I did that.. the whole chain was completed... I got the Defiant refit.
Still not there
