I can confirm this. In fact, it's much worse.

The star-cluster anomalies *only* drop one of the three "shapes" of data - the one which I think of as the "flower". (Encoded Data is one example of this shape)

I just spent a couple hours checking all the star clusters except Hromi and Arucanis, and nothing but the flower-shape dropped in sector space. Ever.

Yay for mini-games... Yay for making the stupid rare anomalies stack in the last patch instead of fixing this completely broken basic subsystem of the game...
