I'm a pretty casual player and don't get as in depth as some other players but I do seem to be having an issue with my skill points. Yesterday I finally made it to Captain level. However I wasn't promoted because I was still 2000 skill points short, and I had already used all the ones that I earned. Is there something that I'm missing here? Do I need to be using them in another way that I don't know about? Mostly I've been using it for weapons/strength boosts for my ships. I'm going to be a Cpt. 2 by the time I get the rest of my skill points and get promoted.
