What seems to breath more life into these areas in my experience is the ability to obtain a buff of some kind in these areas. So whether we can create alts in the future as entertainers or have NPC's do it will help to give these areas a new lease of life.

I think that Club 47 should be a place where a player goes to turn in, as well as to try out User Generated Holodeck Content in a halodeck, as well as those events stated by the initial poster (lancemikemack). If the player likes the mission, then he/she has the option to purchase that mission. The proceeds would then go to the person who actually designed it. The price would be capped by the devs, as they would have to be screened by them before entering the content into the game anyhow. As far as the mission rewards... simple... give them latinum (those new turn-ins that are already in-game for gambling), and let them pick their rewards, or have fun saving up for something that they want.

A place that draws this kind of crowd would most CERTAINLY be a social environment!

like majority of places in sto club 47 only has 2 npc's inside of it. other then that its a huge wast of space. you cannot order a drink. talk to any contacts in their. sit down. it has no real function. its cosmetic application to bring you the illusion that it does something. Kinda like 2 rooms in memory alpha. vast space inside sierra 39 where you can only access .01 percent of the station. the rest of it must be under repair.
