Same issue here.
Good to know it wasnt just me.I checked internet connection and pingtest.net and got a grade B so it was ok from my part.
The rubber band effect was so severe last night that it become impossible to play

did the patch work and fix the clusters? im getting conflicting reports http://forums.startrekonline.com/sho...167626&page=10 some say it is still broken others in my fleet say they are loading and teaming up in VA b'tran without a problem or lag.
forums also complaing about severe lag and rubberbanding, others say no lag or rubberbanding at all and working great.
