I think if they want to add 'meaning' to pvp they should focus on TF2-style achievements, that both teach good gameplay and give mini-objectives to players. They can vary from simple to ludicrously difficult.

IE
Interstellar Turkey Shoot - hit 5 enemy players with a single Warp Plasma Ejection.
Fleet Combat - Defeat an enemy with an NPC.
A Nose for Acquisition - Loot an item in a PVP match.
Time to Die - Set 3 enemy escorts on fire simultaneously.
A Good Day to Die - Destroy an enemy ship with Ramming Speed.
A Thirst for Vengeance - Destroy an enemy ship with an exploding warp core.
Check That VISOR - Cause an enemy player to heal you.
Fly her apart, then! - Heal a friendlly player who is below 25% immediately after dropping out of Full Impulse.
Patient Hunter - Never fire a weapon with your weapon power below 50%.
Tactical Expert - Deal over 5000 damage to an enemy ship that has Reverse Shield Polarity active.
Not So Fast - Score an enhanced critical hit by reducing enemy defence below 0%.
Tag Team - Have an ally defeat a ship that you've disabled the shields of.
Rage - Attack a ship that just used 3 heals on your former target.
Dead In Space - Drain all of enemy ships power levels below 25.
I think i have all those except perhaps "Patient hunter" as Never is a rather dubious period of time.

Never in a match, ie, dont mash your fire button right out of full impulse

I got more though.. ^_^

Storm Conditions - In a single match, destroy 10 heavy torpedoes immediately after they are launched.
Interception - Be struck by a heavy torpedo targeted at another player
Stellar Demolitionist - Injure 3 player targets with a single heavy torpedo.
Parry - Have your heavy torpedo impact an enemy heavy torpedo.
Denial - Strip 10 buffs off a single target.
Hail Mary - Ram an enemy player during the last second of Ramming Speed.
I'd Rather Be Lucky - Have a single attack deal more than 50,000 damge.
Critically ****ed - Survive a critical hit that does more base damage than you have hull total.
The Indispensable Man - Get 15 kill credits in an arena match.
Reset Switch - Activate Reverse Shield Polarity with your total shield strength below 10%.
Impeccable Targeting - Disable an Intrepid Refits Ablative Armor.
I'm a doctor, not a soldier - Score twice as much ally healing as damage.
Never Say Die - Survive over a minute while being fired on by four or more players.

Lots of very good suggestions here, if the underlying reason for the thread (whether intended by the OP or not) is to weed out emblem leeching, which does spoil the matches, then I would suggest something along these lines:

Fight in 3 Arenas: Impose a small damage benchmark for emblem eligibility for Tacs, and hull/shield heals and/or assists for Engies & Sci's.

Cap n' Hold: Same as above but with possible addition of influence points to obtain emblem eligibility.

Kerrat: Obtain emblem eligibility by lasting a preordaned length of time without cussing in zone chat.

I think this would go a way to guarantee a finite amount of interaction for "Human NPC's".

I think it would be better like this:

Calculate average damage+healing for a arena match

Anyone below 20% of the average gets nothing
20-40% 1 Emblem
40-60% 2 Emblems
60-100% 3 Emblems

50% bonus (rounded up) for winning.

If they can track influence for C&H, same deal

I think we're on the same lines here, but I think that overcomplicating it could cause way too many issues "WTF why did I only get one emblem?"

It would have to be something that is easily scripted and worked into a simple popup/hail/journal description in my opinion.

I think a big problem with that and other things in STO is there is a serious lack of documentation.

I mean take ********* for instance, massive game, and A LOT of documentation, pretty much documentation/manuals on every single activity and minigame.

STO? Nada....zilch...nothing.
